Who does not need one
No recreational fishing licence is required in Guam. Recreational anglers fish shore, reef and offshore waters without a licence or permit. The Guam Department of Agriculture's Resources page lists a Hunting License Application, a DAWR Special Use Permit, a Scientific Research Permit, import and certificate-of-origin applications - but no fishing licence application of any kind, and DAWR's published fee schedule contains no fishing licence fee. Permits enter the picture only for specific closed areas and activities: the Director of Agriculture issues time-limited special fishing permits under 5 GCA Sec. 63123 that open designated marine preserves (for example Achang Reef Flat and Piti Bomb Holes) to hook-and-line and talaya cast-net fishing or to seasonal runs of ti'ao, mananhak, i'e and atulai. Marine preserves otherwise remain closed to harvest. Commercial and scientific activity is separately permitted.

The 'no recreational fishing licence' finding is drawn from absence-of-evidence across every official DOAG source loaded this session: the DOAG Resources page enumerates every licence, permit and application form the department issues and its fee schedule, and it lists a hunting licence but no fishing licence; the DAWR division page and Aquatic Resources page describe recreational, subsistence and commercial fishing without mentioning any angler licence; and the DOAG FAQ refers only to marine-protected-area permits issued by the Director. DAWR does not publish a consolidated recreational fishing regulations page, so regs_url points at the DOAG Resources page that carries the department's regulation and form PDFs; the substantive rules sit in 5 GCA Chapter 63 and the marine preserve rules, which are not hosted on doag.guam.gov. The marine preserve special permit PDF loaded this session states no fee.
