Who does not need one
A fishing licence is not required for anglers under age 10. Blind residents and certain qualifying groups have separate provisions under AZGFD special licences.

IMPORTANT - Community Fishing: I could not find a separate Community Fishing License product on any official Arizona source loaded 2026-09-04. The AZGFD Licenses and Regulations page lists only General Fishing, Combo Hunt & Fish, Youth Combo and Short-term Combo, and the Arizona Administrative Code R12-4-102 fee schedule (official Secretary of State PDF) likewise contains no Community Fishing License line item. The AZGFD Community Fishing program page describes the 50+ urban lakes program and directs anglers to buy a standard fishing licence. The separate urban/community fishing licence tier appears to have been eliminated in Arizona's licence simplification; the General Fishing License now covers Community Fishing waters. No price is asserted for a Community Fishing tier rather than guessing one. Arizona has no trout stamp, second-rod stamp, habitat stamp or invasive-species angling surcharge in the official fee schedule. AZGFD publishes a general contact email only as an obfuscated address on the directory page, so email is null. Free fishing day dates were not found on an official page.
