Who does not need one
There is no general Hawaii recreational saltwater fishing licence for residents - the marine licence requirement applies only to nonresidents age 15 and older. Nonresidents under 15, active-duty military and their minor children are exempt from the Nonresident Recreational Marine Fishing License. The Freshwater Game Fishing License is required of anyone taking introduced freshwater sport fish; Hawaii residents 65+ receive it free.
