Who does not need one
Puerto Rico DOES require a recreational fishing licence (Licencia de Pesca Recreativa) under Article 16 of the Reglamento de Pesca de Puerto Rico. Article 16.2 exempts: minors under 13 (who must be accompanied by a licensed adult, except when fishing from shore); participants in DRNA-sponsored fishing education activities; clients fishing aboard a licensed charter or headboat while accompanied by the owner or an employee; persons with a documented disability; and owners fishing in their own isolated private ponds. Residents aged 13-14 and residents over 60 are issued the licence free of charge rather than being exempt from holding it.

Source language is Spanish; the official-language DRNA sources were used and licence names are kept in Spanish (accents stripped for ASCII safety). All fees come from the Article 16 and Article 17 fee tables in the Reglamento de Pesca de Puerto Rico (Reglamento Num. 7949, adopted 2010), the version DRNA itself hosts at drna.pr.gov. That table is a multi-column layout in a scanned-style PDF; the 15-21 resident row was read twice to confirm 3.00 / 5.00 / 5.00 for 1 day / 7 days / 1 year, and the 22-60 row twice to confirm 3.00 / 5.00 / 20.00. DRNA's permit-documentation index still lists both 'Licencia de pesca recreativa (LPR)' and 'Permiso para la pesca recreativa (PPR)' as current instruments, which corroborates that the regime is live, but DRNA publishes no separate web fee schedule, so I could not confirm the amounts against a second, independent official page and cannot rule out a later amending regulation. Article 17 permits are listed here at their 1-year price with the 1-day and 7-day prices in notes. The DRNA permit portal is the SIPE system reached from drna.pr.gov/permisos/; no direct online purchase page for the recreational fishing licence was found.
