Who does not need one

Warm Springs is one of the tribes that requires BOTH documents. The 2026 fishing permit regulations state: "Anglers shall be required to have on their person a Tribal Fishing Permit, and a valid fishing license issued by the State of Oregon except in the High Lakes Area 1 where a State Fishing License is not required." So on the Deschutes River (Area 2), Lake Simtustus and the Metolius Arm you need the Warm Springs tribal permit AND an Oregon angling licence; in the High Lakes (Area 1) the tribal permit alone is enough. There is no age exemption on the Deschutes: "All persons must have a permit for Area 2 regardless of age." On the Deschutes in Area 2, "All individuals must have their own permit to access the west bank of the Deschutes River in Area 2, regardless of whether they are fishing or not," while "A tribal permit is not required to access or fish the east bank of the river in this stretch" - the east bank of that stretch is outside the Tribes' permit jurisdiction. A family is defined in the regulations as a husband, wife and children less than 14 years of age.

All fees come from the Tribes' own 2026 Fishing Permit Regulations PDF, published January 2026 on fisheries.warmsprings-nsn.gov and loaded 2026-09-04 - a properly dated current-year source, so confidence here is high. The state-licence requirement is quoted verbatim from that document. No separate boat or watercraft permit is published; the boater fees listed are per-person day-use fees at the Harpham Flat and Sandy Beach river accesses. No aquatic invasive species inspection or decontamination requirement appears in the 2026 regulations. No youth, senior or elder fee tiers are published - the only discount tier is "married into tribe / employees". Camping fees ($20 per night at Trout Lake, Indian Park and Sherars Falls) are published in the same document but were omitted as not a precondition to angling. The regulations do not state whether the season permit runs on the calendar year. Agency naming: the fisheries site styles itself "Department of Fisheries, Confederated Tribes of Warm Springs"; the permit email is administered through the Tribes' Branch of Natural Resources (ctwsbnr.org).
