Who does not need one

No recreational fishing licence is required in American Samoa; recreational, subsistence and customary village fishers fish without a permit. DMWR's Permits page lists exactly two instruments - a Fishing License Application, which DMWR states is 'required for commercial seafood operations in American Samoa waters,' and a Scientific Study Permit for research involving marine or wildlife resources. Neither reaches recreational anglers. Commercial fishing vessels and seafood operations are therefore licensed while recreational angling is not.

Notes on this listing

The finding rests on DMWR's own Permits pages, which scope the Fishing License to commercial seafood operations, plus the absence of any recreational licence anywhere on dmwr.as.gov. No fee is published for either DMWR permit, so no licence rows were invented. DMWR's contact page gives only a phone number, an e-mail and 'Pago Pago, American Samoa 96799'; it publishes no street address, no P.O. box, no fax and no office hours, so hours is null and mailing_address carries only the department name - no box or street number is published and none was guessed. DMWR publishes no fishing regulations page on its own site (the Fisheries and Fishers Division pages describe programmes only), so regs_url is null; the underlying rules sit in the American Samoa Administrative Code Title 24 Chapter 09, which is hosted by the American Samoa Bar Association at asbar.org - that host returned HTTP 403 to an automated fetch this session and so was not used as a source. The DMWR Facebook page facebook.com/asdmwr was identified from search results, not from a link on dmwr.as.gov, which carries no social media links.

About American Samoa DMWR

American Samoa Department of Marine and Wildlife Resources is the agency responsible for fish and wildlife in American Samoa.

No recreational fishing licence is required here, so there is no fee table below — only the contact details and the official pages worth reading before you fish.

Details were confirmed against official sources on 4 September 2026. Rules can still apply even where no licence is sold, so check the agency’s own page before you fish.
