Who does not need one

The Wind River Indian Reservation is a sovereign jurisdiction and the Eastern Shoshone and Northern Arapaho Tribes issue their own fishing permits. A tribal permit plus the $20 Recreation Stamp is required of every non-member: "Fishing licenses are required for all non-members. Fishing permits are issued to the general public, not only to fish, but also to camp, hike, boat, and picnic," and "A non-member is any individual who is not enrolled with either the Eastern Shoshone or Northern Arapaho Tribes." The 2025 regulations state "All persons shall have a valid fishing permit to fish the OPEN AREAS of the Reservation" and that "These fishing regulations do not apply to the enrolled members of the Shoshone and Arapaho Tribes" - enrolled members are exempt. Everyone in a boat other than enrolled members must hold their own permit. IMPORTANT AND UNVERIFIED: none of the official Wind River sources loaded state whether a Wyoming state fishing licence is also required or is accepted on the Reservation. They describe the tribal permit as the authorisation to fish, with no mention of a state licence. Treat the tribal permit and Recreation Stamp as required, and confirm any state-licence question with the Tribal Fish and Game office at 307-332-7207 before fishing.

The permit page shows a 2026 Recreation Stamp, so the schedule is current for the 2026 season. Agency name: the website masthead reads "Eastern Shoshone and Northern Arapaho Tribal Fish and Game" while the printed regulations use "Shoshone and Arapaho Tribal Fish and Game Department"; both forms are the tribes' own. No separate boat or watercraft permit is published - the regulations instead require every person in a boat to hold a fishing permit. No aquatic invasive species inspection requirement is published by the tribal department; the regulations carry only clean-drain-dry advisory language. No trophy-water or special-water permit tier is published; groups of ten or more must arrange access with the Fish and Game supervisor.
