Who does not need one
The USVI DOES now require a recreational fishing licence. DPNR launched the GoOutdoorsUSVI online licensing system in August 2025 and states that 'all individuals intending to fish recreationally in Virgin Islands waters are required to obtain a license.' DPNR's press release says only that 'certain groups may qualify for fee exemptions, which are outlined on the platform' - it does not enumerate the exempt groups, and the platform did not render its exemption list to an automated fetch, so the specific age or residency exemptions are unverified. Separately, commercial fishing is licensed under a limited-entry application process and commercial fishers' helpers need their own Helper's License from the Division of Environmental Enforcement; those are not recreational instruments.

Notes on this listing
The licence REQUIREMENT is confirmed from DPNR's own press release. The FEES are not: gooutdoorsusvi.com (and every path tried under it, including /Licensing/Index and an API path) returns only an empty SPA shell with no server-rendered product or price data, and no fee schedule appears anywhere on dpnr.vi.gov, in the DFW Fisher's Handbook, on the Fish & Wildlife FAQ page, or on the Forms & Applications page (which currently lists only building and construction permits). The URL http://usvifishinglicense.org printed in the 2023 Fisher's Handbook has lapsed and now 302-redirects to an unrelated commercial site, so it was not used. Price is therefore null with this explanation, per schema rule 3. The 2022 public notice on the draft Recreational Fishing Rules and Regulations was located but contained only the notice of intent, not the adopted fee text. Mailing address, phones, e-mail and hours come from the DPNR Fish & Wildlife page loaded this session; the two St. Thomas numbers (340-774-3320 general office, 340-775-6762 licensing) both appear on official DPNR sources. DFW publishes no division-level social media accounts.
