Who does not need one
Children under age 12 may fish without a licence. Anyone 12 or older must hold a fishing or combination licence. On Free Fishing Day no licence is required.

Notes on this listing
CHECKED AND DISPROVEN: Utah has NO second-rod / two-pole permit. The Utah Fishing Guidebook states an angler with a valid licence may fish with two poles at any water during the open season with no additional permit, and no two-pole permit appears anywhere on the official fee schedule, so no row was created for one. The setline permit is the only extra line-related permit Utah sells. Utah's annual licences are genuinely 365-day licences valid one year from date of purchase, confirmed in the guidebook. DWR office hours and a general email address were not published on any page loaded this session and are left null. The AIS boat enrolment fee applies to motorised boats and is included as an access row because it is a precondition to launching, not to angling itself.

Base and combination licences run from $5.00 to $190.00 depending on residency, term and age.
