Flow Percentile: The Number Anglers Should Watch

A daily flow percentile turns a raw cfs reading into something you can act on. How to read the 10th, 50th, and 90th for wading, floating, and fish.

Ask a fly shop how the river is fishing and you will probably hear a number. “She’s running about 1,240.” That is discharge in cubic feet per second, and on its own it tells you almost nothing. Is 1,240 cfs high or low? Wadeable or not? Good for a drift boat or a day to stay home? You cannot answer any of that without knowing what the river usually does on this date. That is what a flow percentile tells you, and it is the most useful number a traveling angler can learn to read.

What a flow percentile actually is

The United States Geological Survey runs thousands of stream gauges. For most of them the USGS has calculated daily statistics: for every calendar day of the year, the distribution of every flow ever recorded on that day at that gauge. Some gauges have thirty years of record. Some have more than a hundred.

A daily flow percentile takes today’s discharge and places it inside that distribution. If the gauge reads 1,240 cfs on June 12 and the percentile is 35, that means on 35 percent of all past June 12ths this gauge was lower than 1,240, and on 65 percent it was higher. Today is a little below the typical June 12.

The key word is calendar day. The percentile is not comparing today to the river’s all-time average. It is comparing today to what the river normally does right now, in this part of the season. A freestone river in Montana at 1,240 cfs in mid-June might be a 20th percentile day, well below normal for runoff. That same 1,240 cfs in late August might be a 95th percentile day, a river swollen by a thunderstorm. Same number, opposite meaning.

Why raw cfs is meaningless on its own

Rivers vary by orders of magnitude. A Driftless spring creek fishes well at 40 cfs. The lower Madison is a different animal at 4,000. If you fish one river all the time you learn its numbers by feel, but that knowledge does not transfer to a river you have never seen.

Percentile fixes the transfer problem. A 50th percentile day is a normal day on any river, anywhere. A 90th percentile day is a high water day on any river. You learn one scale, and it works everywhere the USGS has enough record to compute statistics.

How to read the 10th, 50th, and 90th

You will see these three thresholds a lot, because they mark the edges of what most anglers care about.

  • 50th percentile (the median). Half of all past years were higher on this date, half lower. This is what the river usually looks like right now. If someone tells you a river fishes well in mid-July, they are describing a river near its mid-July median.
  • 10th percentile. Only one year in ten was lower than this on this date. This is a low water day. On a freestone stream it usually means clear, warm, spooky fish. On a tailwater it may mean the dam is holding back water and the river is easy to wade.
  • 90th percentile. Only one year in ten was higher. This is a high water day. Whether it is fishable depends on the river and on why the water is high, but it is not normal, and you should plan around it.

Between 25 and 75 is a band most anglers would call normal. Below 10 or above 90 is unusual, and unusual deserves a phone call before you drive four hours.

What low, normal, and high mean on the water

Low percentile (under 25)

For wading anglers, low water is often the easiest water. Riffles are crossable, fish are concentrated in the deeper runs and pools, and you can reach lies that are unfishable at normal flows. The tradeoff is that fish are exposed and wary. Long leaders, smaller flies, and careful approaches matter more. In summer, low percentile days also tend to be warm water days. If the river is under the 10th percentile in August, check water temperature, fish early, and consider quitting by early afternoon.

For float trips, low water changes the math. Many rivers have a floor, an approximate cfs below which guides switch to rafts, shorten the float, or move to a different section. Ask your guide what boat they plan to use and why.

Normal percentile (25 to 75)

This is the river the guidebooks describe. Hatches happen on schedule and the standard floats work. Planning months out, plan for normal and adjust as the date gets closer.

High percentile (over 75)

High water is not the same as bad water. On a tailwater, a 90th percentile release can mean big, cold, clear flows that push fish to the banks and make streamer fishing from a boat excellent. On a freestone during runoff, a 90th percentile day is usually chocolate milk and a wasted trip. The percentile tells you the river is unusually high. A webcam or a call to the shop tells you whether it is also dirty.

For wading, high percentile days are the dangerous ones. Crossings that were knee deep at the median become thigh deep and fast. For floating, high water hides obstacles and makes sweepers more serious. Guides who run a river every day know where the trouble is at each stage. That is part of what you are paying for.

Fish respond to change more than to level

A river that has sat at the 60th percentile for two weeks is a settled river with fish in predictable lies. A river that jumped from the 40th to the 85th percentile overnight has fish moving, feeding lanes shifting, and food getting knocked loose from the banks. That first day of rising water can be very good. The third day of falling, clearing water after a spike is often the best day of the week.

Watching the percentile over several days shows this clearly. A flat line near the median means stable. A line climbing through the 80s means fish are leaving the middle of the channel. A line dropping back toward the 50s means they are coming home.

Instead of a bare “1,240 cfs” you see something like “1,240 cfs, 35th percentile for June 12, below normal,” with the 10th, 50th, and 90th values for the date listed alongside so you can see where today sits in the range.

Two caveats. Newer gauges may show discharge without a percentile until enough years of record accumulate. And on regulated rivers, a low percentile says as much about dam operations as about drought.

What to do with it

Before a trip, check the percentile for the water you plan to fish. Between 25 and 75, plan as usual. Outside that band, look at the trend over the last week and call before you drive. Under 10 in summer, check water temperature. Over 90 on a freestone, look for a tailwater instead. Once you start reading percentiles, the cfs number stops being noise and becomes a number with a place in the year.
