A native fish in the wrong watershed

The Sacramento pikeminnow is California’s largest native minnow and one of the more instructive fish in North America, because it occupies both sides of an argument at once. In the Sacramento–San Joaquin and its associated drainages it is an indigenous top predator, part of an assemblage it evolved in. Roughly a hundred and eighty miles to the northwest, in the Eel River, it is an invasive species implicated in the decline of juvenile salmonids. Same fish, same state, opposite status.

That fact does more useful work than any general statement about native versus non-native species. Invasiveness is not a property of a taxon. It is a property of a taxon in a place, and the Sacramento pikeminnow demonstrates it more cleanly than almost any other North American freshwater fish.

The body is built for pursuit: elongate, slightly compressed, with a long pointed head, a large terminal mouth extending back beneath the eye, and no barbels. Colour is dark olive to brown-grey dorsally, silver on the flanks, white below, with juveniles often showing a dark caudal spot that fades with age. It is unmistakably a minnow — no adipose fin, no spines — but at size it looks nothing like the small cyprinids most anglers associate with the family.

Native range and the introduced range

The U.S. Geological Survey gives the native distribution as Clear Lake, Russian, Sacramento–San Joaquin, Pajaro–Salinas, and upper Pit River drainages, California. Everything outside that list is introduced.

The introductions are documented and, in the most consequential case, deliberate and illegal. USGS records the species as introduced into the Eel River drainage around 1979–1980 and notes that it spread rapidly within the drainage after introduction. Other populations exist outside the native range at Lake Arrowhead, in Pyramid Lake, and in tributaries of Morro Bay; the Pyramid Lake fish most likely arrived through aqueducts carrying water from central California. The Service’s summary status is direct: established in California outside of its native range.

USGS characterises the Eel introduction as illegal; the release is commonly reported to have occurred on the upper mainstem, though the agency record does not fix a precise location. From wherever it began, the fish moved downstream and into the South Fork, and it now occupies most of the accessible drainage. Fewer than fifty years separate a single unauthorised release from a basin-wide population.

The genus offers a parallel case. The congeneric Umpqua pikeminnow escaped a pond in the Cow Creek system during a flood and became established and abundant in Oregon’s Rogue drainage, where USGS notes the impacts remain unstudied. Pikeminnows travel well and establish easily.

Size, growth, and longevity

Sacramento pikeminnow commonly reach twelve to twenty inches in productive water. Larger fish of two feet and beyond occur, and historical accounts describe considerably larger individuals from the Sacramento system, though maximum sizes are poorly documented and old records should be treated with caution. Growth is rapid where forage is abundant and slower in cold, unproductive reaches.

Population parameters in the introduced range have been quantified directly. Research on growth, maturity, and mortality of Sacramento pikeminnow in the South Fork Eel River provides the demographic detail — age at maturity, growth rate, mortality schedule — that any serious attempt at population control requires. Without it, removal effort is guesswork.

Adults are mobile. A study of diel and seasonal movements by adult Sacramento pikeminnow in the Eel River documented movement patterns that vary through the day and across seasons, which matters both for how the fish encounters prey and for when it can be sampled or targeted.

Predation on juvenile salmonids, and the temperature that enables it

The Eel River is a salmon and steelhead river. Introducing a large, fish-eating minnow into it produced exactly the outcome that would be predicted, but the mechanism turns out to be temperature-dependent, and that detail is the most useful thing known about this species.

A controlled laboratory-stream experiment published in Transactions of the American Fisheries Society tested juvenile steelhead against Sacramento pikeminnow at two thermal regimes. The result was stark: growth of dominant steelhead in water 20–23°C was reduced by more than 50% when pikeminnow were present, while the growth of dominant steelhead in water 15–18°C was unaffected. Pikeminnow initiated behavioural interactions roughly fifty times more frequently in the warmer water, and dominant steelhead held smaller territories when pikeminnow were present at warm temperature.

In Fahrenheit, that is a threshold between roughly 59–64°F, where the introduced predator is largely irrelevant to a juvenile steelhead, and roughly 68–73°F, where it halves that steelhead’s growth. The Eel is a river that routinely crosses that line in summer, particularly in reaches with reduced canopy, reduced flow, or upstream diversion.

This reframes the problem. The pikeminnow is not uniformly harmful across the Eel; it is harmful where the river is warm. Cold, shaded, well-watered reaches remain functional for salmonids even with pikeminnow present. Warm reaches do not. Restoring flow and shade is therefore a pikeminnow-management action as much as a temperature action, and a live water-temperature reading on an Eel River gauge is a reasonable proxy for how much predatory pressure juvenile salmonids are under in that reach on that day.

Temperature also governs the fish’s own behaviour. Work published in Environmental Biology of Fishes found that spring temperature predicts upstream migration timing of invasive Sacramento pikeminnow within its introduced range — meaning the timing of the annual upstream movement, and therefore its overlap with outmigrating juvenile salmonids, shifts with spring warming.

What the introduction did to the assemblage

The full ecological accounting is more nuanced than a simple predation story, and the nuance is worth stating rather than flattening. USGS summarises field research finding that the Eel introduction produced changes in habitat and microhabitat use by resident fishes but no species extinctions. Native fish shifted where they lived rather than disappearing.

That is a real finding and it is contested in its interpretation. It does not mean the introduction was harmless. Sublethal effects — displacement into poorer habitat, reduced growth, altered behaviour — translate into reduced survival and smaller returns for anadromous fish whose ocean survival depends on size at outmigration. A fifty per cent reduction in juvenile steelhead growth is not a null result simply because no species was extirpated.

The pikeminnow has also been absorbed into the food web from above. A 2023 study documented that North American river otter diet includes invasive Sacramento pikeminnow on the South Fork Eel River. Native predators eat it. Diet varies substantially by place, season, and fish size, as work on the species in Chorro Creek on the central coast has shown in spatial, seasonal, and size-dependent variation in pikeminnow diet. Small pikeminnow eat invertebrates; large ones eat fish.

The name, and telling it apart

The species was called the Sacramento squawfish for most of the twentieth century. The American Fisheries Society replaced the genus-wide common name in 1998, and USGS records the current usage with the former name noted as historical: Sacramento pikeminnow, formerly called Sacramento squawfish. Older literature, agency reports, and local usage still carry the previous name, which matters when searching historical records for a river’s fish history.

In the field the main confusion is with hardhead and with large Sacramento sucker. Hardhead shares the elongate form but has a smaller, less extensible mouth and a distinctly harder-looking, flatter head profile; it is also a far less predatory fish. Sacramento sucker, discussed at length elsewhere on this site, has a ventral scraping mouth and a deeper, blunter body, and holds on the bottom rather than in the water column. A large fish holding mid-column at the head of an Eel River pool, facing into current, is almost always a pikeminnow.

Habitat preference is consistent across both ranges: warm, low-gradient reaches with deep pools, moderate current, and cover in the form of boulders, undercut banks, or woody debris. Juveniles occupy shallow margins and backwaters. Adults concentrate in the deepest available pools during summer low flow, which in the Eel places them precisely where juvenile salmonids are also concentrated by the same shrinking water.

Control efforts

Eradicating an established predatory fish from an entire river basin is close to impossible with conventional removal, which has driven interest in genetic approaches. A 2025 paper in North American Journal of Fisheries Management reports on evaluating the Trojan Y chromosome strategy for the removal of invasive Sacramento pikeminnow from the Eel River — an approach that works by skewing the sex ratio of the wild population over successive generations rather than by killing adults.

The fact that such a method is under serious evaluation is itself informative about the scale of the problem. Mechanical removal has not been sufficient. Meanwhile the removal of Scott Dam and the wider decommissioning of the Potter Valley Project has become the central question for the upper Eel, with implications running in both directions: restored access for anadromous fish, and altered distribution and thermal conditions for the pikeminnow that occupies the same water.

On the water

Sacramento pikeminnow are readily caught. They are aggressive, they hold in identifiable water — pool heads, current seams, the deeper margins of runs — and in the Eel they are often the most conspicuous large fish in a summer pool. They take streamers and small baitfish imitations willingly, and a large one on light tackle is a genuinely strong, deep-running fish that does not surrender quickly.

Within its native range this is a native predator doing what it evolved to do, and its presence in a Sacramento or Russian River tributary is unremarkable. In the Eel and the other introduced waters, every fish is a record of a single bucket emptied into a river around 1980. The species is worth recognising on sight for that reason alone: it is the clearest local evidence that the definition of an undesirable fish depends entirely on which side of a watershed divide it is standing on.
